Ensuring local resources are available is essential to supporting incident management, including evacuation. One of the challenges in the Graniteville, South Carolina train wreck and the chemical spill was the inadequate local capacity to handle the accident (Dunning & Oswalt, 2007). Furthermore, the emergency responders were not well prepared, and there was poor coordination of services before and during the evacuation.

As part of the hazardous response measures, there was a need to establish control zones, having already established there was chlorine pollution. Furthermore, the response to hazardous materials (HAZMAT) incidents required better logistics planning and deployment. In disaster response, there was a need to evaluate the risk to the residents and response team and then plan intervention based on the risks posed and severity of the accident.
