Implementing a feedback loop that embraces stakeholder collaboration is one of the important models that should be employed in achieving community economic development (CED) goals and economic freedom (Austin & Hanyane, 2019). CED refers to a process where economic decisions involved in the production, consumption, and investment take into account the potential gain to the community. Goethel et al (2019) has recommended a similar participatory framework as opposed to a bureaucratic approach in the conservation of marine resources. In balancing common trade-offs between the utilization of resources and conservation efforts, Goethel et al (2019) have proposed that a bottom-up rather than a top-down approach could be successful in the management of fisheries resources as this approach will act to incentivize resource utilization and sustainable development. Within this model, the Neechi framework that encourages community collaboration with governments and private sectors can be used to accelerate development at the grassroots (Renglich, 2015). The Neechi principles refer to a set of guidelines for CED in Manitoba and act as a model used throughout the province. Renglich (2015) has featured the case of Neechi Food Co-op, a community corporation that has played a critical role in lobbying the local government in introducing laws and policies for multi-stakeholders. The Neechi framework includes consumers, local and indigenous suppliers, other co-ops as stakeholders thus uniting the entire community in ownership of the business. According to Renglich (2015), food co-ops establish to address specific needs in a community such as affordable, healthy, and culturally appropriate foods. Neechi model has evolved to integrate the needs of every stakeholder within the supply chain and involve the farmers, consumers, workers, and other community partners. Neechi Co-op believes that by sitting on a roundtable with everyone in the supply chain, they can negotiate on the most complex issues affecting the food system.
