Benefits and Eligibility of the Medicaid Program
The Affordable Care Act (ACA) is described as the largest plan/program in the United States (U.S.) healthcare sector since the inception of Medicare and Medicaid. Medicaid is one of the essential healthcare programs in the U.S. It is a program that provides healthcare services to Americans. According to Bitler & Zavodny (2017), currently, the two programs cover more than 72.5 U.S. citizens including children, expectant mothers, parents, seniors, and persons with disabilities. Federal laws entail that states should cover particular groups of individuals in their Medicaid programs. It is a program that seeks to ensure that all needy Americans from different ages are covered (Bitler & Zavodny, 2017). It is a program that operates through depending on taxes collected both at Federal and State levels.
Income Restrictions for Financial Eligibility
The implementation of ACA in 2010 ensured that states expanded their Medicaid covers and enabled it to cover all-low income citizens below the age of 65. More so, children's eligibility was increased to about 133% of the federal poverty level (FPL) in all the states. In addition, states were provided with an option to increase adult eligibility for those with income lower by 133% of FPL. Furthermore, eligibility of Medicaid is determined by the use of various approaches such as financial eligibility, non-financial eligibility, and medically-needy program, among others. In this sense, Medicaid is a health program that covers Americans who have qualify through varying eligibility.
How ACA Changed Income Determination Methodology
The ACA also led to the changing of the income determination methodology to determine Medicaid eligibility. The implementation of ACA resulted in the introduction of a new methodology, which is based on Modified Adjusted Gross Income (MAGI) (Antonisse, Garfield, Rudowitz & Artiga, 2018). The methodology aims to analyze and determine Medicaid eligibility of tax credit premiums and reductions for the program. In this regard, ACA ensures that Americans enroll in the appropriate Medicaid program depending on their income counting rules (Antonisse et al., 2018).
