The bill was : A BILL TO CLOSE AMERICAN FACTORIES IN CHINA WHERE WORKERS ARE TREATED INHUMANELY Sponsored by: Ryan Ma, Notre Dame High School Ray Han, Notre Dame High School Many American corporations has built their factories in China. They do this to save money. Unfortunately, many these factories lack basic sanitary conditions and unsafe. Many of the companies also abuse their employee. These companies ask their employees to work for long hours and no breaks, and for little pay. This is the violation of human rights. The purpose of this bill is to take action against such factories where workers are underpaid and treated inhumanely. Section 1: The U.S. will set up an agency to monitor the American factories in China, and they will set up a office for the agency in the factories. The agency should go to check the factories once a month randomly. Section 2: The employees are able to contact the agency by phone or going to their officer. If the American factory workers are asked to work for ten hours without taking break, workers should instantly report the issue to the agency. The agency will make an investigation into whether the workers' report is true or not. If this is true, the agency will immediately report the findings to the United States. Section 3: In China, any U.S. factories that the agency has repeatedly found dismissive of workers should be permanently closed. Initially, a warning letter can be sent to the factory owner, and if they do not take it seriously, then a fine of up to $5000 can be applied, followed by a one-year observation period. During the observation period, the agency will also conduct random inspections of the plant once a month. If the factory's attitude toward its employees improves, the company can continue to operate.If during the observation period, the factories still requires employees to work long hours and underpaid the salary. The company will lose the right to continue operating in China.
