The FBI faces the problem of dealing with the evolving nature of terrorism. Terrorism has evolved since 9/11 with the emergence of lone actors. These are individuals who self-radicalize and engage in violent activities on their own. These lone actors do not collaborate with others; hence, their plans are less likely to be discovered. They limit the FBI's ability to detect and disrupt their plans in advance. Secondly, the FBI faces a problem of increasing cyber threats, especially COVID19, which has allowed individuals to telework and increasingly use the cloud (FBI, 2020).
