Bill HB5317 is sponsored by Rep. Mark Takano (D-CA), Rep. Katie Porter (D-CA), and Rep. Elissa Slotkin (D-MI) and was introduced to the House on the 21st September 2021. It proposes that the Secretary of Veterans Affairs implement a program that mobilizes technical assistance to States, American Indians, and Alaska Native tribes to expand veteran suicide prevention activities and other related purposes (Legiscan, 2021). The bill addresses the issue of high suicide rates among minority veterans by increasing culturally appropriate benefits and services in health care facilities to support their unique mental health needs. The proponents of this bill include representatives Mark Takano, Katie Porter, and Elissa Slotkin. Some of the possible opponents of the bill include community elders and traditional healers with limited awareness of mental health issues and possessing adverse cultural attitudes toward suicide and help-seeking behavior. The bill explicitly targets veterans from two ethnic minority groups: American Indian and Alaska Native tribes.
While veterans are generally up to 1.5 times more likely to commit suicide when compared to the general population, suicide rates among minority veterans are exceptionally high, especially in American Indians and Alaska Native populations. Suicide rates in these two groups have been rising since 2003, especially among the youth: youth suicide rates among American Indians and Alaska Natives are up to 2.5 times that of the overall national average (O’Keefe & Reger, 2017). The bill, therefore, aims to address the issue by soliciting the Secretary of Veterans Affairs to institute programs that provide technical assistance to the two minority groups by increasing culturally appropriate benefits and services in health care facilities. The bill was referred to the Subcommittee on Health on 30th September 2021, which is currently under review (Takano, 2021).
