Healthcare in the United States has changed over the years with the responsibility being shifted between federal and state governments. Before the 1930’s states had greater autonomy in healthcare governance however after the Great Depression, the federal government took greater responsibility. Reasons for that included the desire to efficiently control the development of the country as poor conditions in one state can halt the overall growth. Another motivation was to safeguard the rights of African Americans and other minorities that had experienced devastating discrimination. Healthcare laws have since undergone massive changes over the years therefore, the paper looks at the Patient Protection and Affordable Care, one of the recent healthcare statues.
The healthcare law colloquially known as Obamacare was signed into law on March 23, 2010, by the then-president Barack Obama. It proposed systems reforms in the healthcare system in a bid to reduce healthcare cost constrains and improve the quality of healthcare delivery. The law has retained the existing structure of Medicare and Medicaid but it did foresee changes in individual markets. Insurers are now required to accept all applicants of their cover regardless of any preexisting conditions or other demographics bar age. Individuals on the other hand are required to buy insurance plans or pay a fine to enjoy the health benefits.
