In response to federal policy and service requirements, health insurance plans are increasingly developing high-deductible insurance policies and narrow networks. These types of policies require the consumer to pay more out-of-pocket. To portray this in a positive light, this trend has been labeled as “consumer-based” to suggest that the consumer must pay more from their own funds and, thus, encourage consumers to make better health care choices. However, this could be labeled as a burden on the consumer.

In recent years the federal and state policies have changed the landscape of the U.S. health care system. The Affordable Care Act is one of the most popular policies due to provisions such as assured treatment regardless of pre-existing conditions. It is, however, critical to note that the policy, although beneficial, has an impact on consumer cost.
Positive effects of the Affordable Care Act
Over the last decade, regulations enacted under the Affordable Health Act (ACA) have caused an unprecedented rise in the number of insured eligible children and adults. With these dramatic coverage gains, these policies have ensured the highest population recorded in the U.S. health system since its implementation. The affordable care Act has made great strides in accomplishing universal coverage. There is considerable evidence that the ACA has created avenues for better and affordable health. The National Health Interview Survey's data states that insured people have drastically increased compared to other years. Statistics also show that ACA is anchored on inclusivity and equal distribution of resources across the non-elderly and minorities in the communities CITATION Avi17 \l 1033 (Aron-Dine, 2017). ACA has made great strides in strengthening the capacity of low-income earners working for populations across all racial, ethnic, and age groups; living in rural and urban areas in both ill and healthy to remain insured. For example, more than 1million people from low-income families have been insured under the ACA in Texas. Drafters of ACA have collaborated with Medicaid coverage policies to restrict insurers from increasing consumer cost or denying coverage based on preexisting conditions to cushion.
