Currently, most of the hospitals are shifting to pay-for-performance from the fee-for-service model of quality. The change relies on the rise in demand for the quality assurance of health delivery. The primary objective of the P4Pvis to enhance the quality of health care with the aim of cost reduction through implementation of programs that focus on the preventive care such as annual examination and vaccination to enable people to live longer and healthier Quinn, K. Therefore, a pay-for-performance model of quality is a value based buying strategy incentive that links the reimbursement to the quality and efficiency of the improvement of health care amidst cost reduction. Thus, P4P solves problems such as health care underutilization, overuse, efficiency and effectiveness.
The pay for performance relies on the reimbursement data. In most cases, information on both positive and negative quality outcomes in programs is recorded. The adverse consequences impact negatively on the financial health of the healthcare organisation (Rosenthal & Dudley, 2007). Therefore, the HCAHPS program gives the perceptions of the patients on quality which the organisations should solve to deliver quality to ensure that such opinions become positive (Robert Wood Johnson Foundation, 2012).
