Typically, enablers are perceived as positive factors contributing to positive changes in any given system or state of affairs. In extreme cases of social injustice, wealth disparities and racial discrimination, enablers assume a different meaning and, for that matter, different (expected?) outcomes and state of affairs. The case for negative enablers is most striking in communities experiencing such negative factors for prolonged periods and under systematic control (manipulation?) of dominant power, culture or state of affairs.
