The governing board of Middleville hired a consulting company to evaluate its strategic performance, specifically in the areas of Human Resources, Information Technology, Financing, and Marketing. As part of the consultant’s evaluation, several leaders of Middleville’s units were asked their perspective of the organization’s performance.

You are working for the consultant. Your job is to identify the issues from the response that should be considered further by the consultant team and possibly discussed with the governing board and the CEO. The firm has a rule, “Never offer a criticism or negative finding without suggesting how the client organization can correct it,” so you must indicate what sort of correction you would recommend as part of your list. Because you know there were about two (2) dozen other interviews, you decide you should rank your issues in importance, to make sure the most critical are discussed.

Write a six to eight (6-8) page paper in which you:
1.Explain the governing board’s role in these strategic initiatives, determining its responsibility and involvement.
2.Evidence-based management means that operational and strategic decisions are made based upon the evidence that goals and objectives are actually being met. Quantitative measurements must be identified and measured. This data is then used to evaluate the HCO’s performance. Name three (3) performances Middleville can use to measure its success in providing quality healthcare to the community, and identify quantifiable, measureable indicators that can be used to do so. Explain the importance of each performance measurement.
3.Given the statistics of Middleville and its two (2) competitors provided in Table 1, recommend to the HCO what areas it should focus on to maintain its competitive market share as well as continue to provide healthcare to the community in the 21st century.
4.Some of Middleville’s Board members are very interested in pursuing advanced technology systems over the next five (5) years, while others are concerned about the enormous expense and need assurance that the investment in technology will be worthwhile. In both monetary and process terms, describe the costs and benefits associated with implementing EMR and associated health data systems. Lay out a plan for how various systems can be implemented.
5.Middleville has faced many challenges in recruiting and retaining nurses and other clinical employees. The economy has hit the area very hard and budgetary limitations have reduced the amount of money available for salary increases. The Board knows it needs to provide other benefits to their valued employees. Provide at least two (2) suggestions to Human Resources to promote employee satisfaction and, therefore, retain experienced personnel.

Question One: The Role of the Governing Body in the Strategic Initiatives
For the success of the initiatives, there is need to have in place policy that guide towards the initiatives. Through these policies, the board can define points of focus and differentiate responsibilities among themselves, the management and other staff members (Arnwine, 2002). This way, each person would be able to concentrate their efforts towards. If policies are well-written, the functioning of these initiatives will be more efficient. The board is also responsible for making decisions about the issues that are significant and strategic to the success of the initiatives. For the success of these initiatives, the board has the duty of seeing their operations. The board must remember that their job is oversight and not management (Arnwine, 2002). Therefore, there is not to indulge in management. However, the board is still responsible for everything happening within the hospital in all the departments. The board must ensure total commitment to quality and ensure that there are important mechanisms in place to meet the required quality. The board is also responsible for monitoring and implementation of every plan that is involved in the initiatives.
Question Two: Performance Measures
The performance measures than can be used to measures success in providing quality care: The experience patients have with care, cost of healthcare, and quality of hospital services (Saver et al., 2015). On the experience patients have with care, a feedback platform can be used to ask patients to say what they feel about the kind of care that they have gotten from the company. If they give positive feedback, then it would be possible to tell that the hospital is performing as expected and delivering quality. Patients are the reason for operations of hospitals and their experience matter because if they have a good one, they are likely to come back in the future and spread good information about the hospital. This way, the hospital can gain good coverage for providing quality care and this can attract more people to it and help growth revenue.
On cost of healthcare, the variables that can be used include individual services prices, the extent of using the most cost-effective services, and the average number of services that are needed to address a particular healthcare issue (Saver et al., 2015). Prices are important because they can determine the kinds of patients the hospital attract. However, the hospital should not be making a loss because it will not be able to continue being in operation in that manner. Therefore, the lower the number of services needed to address a given healthcare issue, the better. The hospital must also be able to use the most cost-effective services well. Failure to do this would see the costs incurred spiral over such that the hospital would be making losses and it would not be able to survive through this.
Finally, on quality of hospital services, the variables that can be used include: how quick patients are attended to, mortality rates within the hospital, and infection rates. The quicker the hospital is able to attend to patients, the better because it will give the hospital ...
