The 12 core functions focus counselors are necessary for substance abuse counselors to use their knowledge, skills, and competencies to improve mental health outcomes (Herdman, 2021). Orientation is essential for the clients to become familiar with the program’s goals, rules on client conduct, and rules on infarction and client rights. Substance abuse counselors are expected to be competent and familiar with the twelve core functions. 
 The first global criterion is an overview describing the program goals and objectives for client care.
