A current federal regulation introduced to reform the healthcare delivery system is the Sustaining Excellence in Medicaid Act of 2019 (HR3253). Michigan representative Debbie Dingell is responsible for the introduction and sponsoring of the bill. The bill was introduced in the congress on 13th June and was enacted by the presidents of 6th august 2020 (KDP LLP, 2019). The bill aimed at reforming multiple Medicaid programs by issuing various extensions in its different provisions. It included reforms such as allowing Medicaid appropriations through the 2024 fiscal year and altering multiple Medicaid programs and funding criteria. The reform is essential since it eradicates the disparities resulting from ignoring grievances from patients legally entitled to a cover under the Medicaid program. It also enables fraud control units to examine objections from non-institutionalized patients.
Additionally, the bill introduces a reform that extends Medicaid eligibility for folks to protect themselves against spousal impoverishment. Spouses from lower socioeconomic backgrounds may sometimes fail to secure Medicaid cover since it does not open to them. The reforms seek to develop the cover to such individuals, including the population in home-based and community-based care. Lastly, the bill withdraws the requirements on drug producers to include generic drugs prices when determining their worth. Also, it removes drug producers from being defined as drug wholesalers to facilitate rebate calculations.
The nursing practice is affected by bills through adjustment of the roles and responsibilities for nurses. For example, nurses are responsible for illuminating patients on the new reforms such as the Medicaid extension cover to protect them from poverty. Patients might be suffering from spousal poverty preventing access to medical care. Nurses are responsible for identifying such patients and educating them about the new reforms introduced by the bill and access to quality care. Further, the bill adds an advocacy role to the nurses as they are supposed to advocate for non-institutionalized patients whenever they have grievances. Non-institutionalized patients are covered under the new bill and can review their grievances, increasing their chances of accessing social justice. Nurses should enable non-institutionalized patients to access social justice by helping them lodge grievances. They should also help the patients appeal to Medicaid when they are denied services.
