CMS is keen on improving the healthcare principles by urging competent hospital and medical campuses to join the interoperable network and stay up-to-date with necessary improvements designed for keeping steady clinical workflows. CMS change on score methodology based on performance target pushing hospitals to measures more applicable to how they treat their patients. Patients are also advised to apply for hardship exception if they want payment reduction upon their EHR facilitator's failure to offer billing reports before the deadline (Kelley, 2016). This applies to the present COVID-19 pandemic outbreak which has had the Trump administration consider delaying reporting and data submission requirements. EHR systems, therefore, have to reflect these requirements and exceptions in their structure and operation.

The key role for encrypting files in storing secured data is to restrict its use to a specifically authorized group. Eliminating the risk of the data breach from individuals without clearance to access is the whole point to ensure confidentiality and privacy.
