Historically, terrorist attacks have proven to be a threat to public health. State agencies such as the Federal Emergency Management Agency have primarily focused on the preparedness of public health emergencies. However, the incident of bombing in Boston reflects how first responders go beyond protocols to save lives. For instance, when the blast disrupted communication for the local ambulance systems, ambulance units arrived at the scene without waiting for orders.
