The head start was created 50 years ago in the year 1965 with the first’s director being Jule Sugarman. The head starts were created to provide free learning and services that provide serene development services to young children falling in the age bracket of 0 to 5 years who come from low-income families and therefore not able to incur the services.
More than fifty years ago when the head start was created, it was primarily started for the preschoolers. The program has undergone several evolutions and expansions since then into what we can see now. Recently the age three and four are the majority of the admissions s into the head start program registering more than 80 percent of the total population. Consequently, the program has also been expanded over time to fit the pregnant woman. Recently higher quality of services has been experienced as a result of partnering the head start programs directly with the existing toddler or infant care centers (Lumeng, 2015).
The eligibility criteria for participation in the head start is by the family income. Children whose family income falls at or below the poverty levels as enshrined in the poverty guidelines are by default eligible for participation in the event in the federal government publication (Love,2013). The eligibility is also extended to children that are receiving care in care homes as well as the homeless children regardless of their family income status .on the same note, the children that hail from families who are receiving public assistance. However the child after qualification on the criterion is required to contact the head start within the community to enlighten on the enrolment requirements.
Head start program does the large task off preparing the American most vulnerable population of the young children to have their success through the school system and the after-school life the agency delivers services to the children at important areas in the early school life including the health, family wellbeing and early learning.
