The Common Core curriculum standards result from three decades of publicly imposed centralized curriculum, shifting power away from parents and community educators and toward states and the federal government. Failure to meet ambitious academic objectives or increase worldwide competence in math and science is used as a rationale for more bureaucracy at each phase of the process until they arrive at the global Common Core destination (Rebarber & McCluskey, 2018). Most schools, such as Charles Public Schools, work diligently at the community scale to align and comply with all educational practices and train their people to teach in the way anticipated in the national curriculum guide.

Legislators, administrators, and scientists believed that implementing the CCSS would improve student performance at scale through curriculum change. Major publishing companies have invested considerably in adapting current textbooks and educational resources to national guidelines and producing new materials from scratch in the years after the CCSS were adopted (Blazar et al., 2020). New York State spent more than $35 million to create Engage NY, a curriculum resource package that is now extensively used in Charles Country Curriculum (Blazar et al., 2020). Switching from one book to another has a relatively low cost for education systems when school books are developed. The majority of textbook editions and curricula materials currently in use have never been put through a thorough efficacy evaluation. Furthermore, no research has looked at the responsiveness of book effects throughout time or between states. Logic says that an elevated curriculum or book should be beneficial across locations, especially if the contents are developed to conform to a shared or similar set of criteria (Blazar et al., 2020).

High-performing states' math standards were closely connected with Common Core math requirements. The Common Core provides fewer topics for pupils to grasp each year, similar to what is found in Charles county schools. According to the data, the grades for certain subjects tended to coincide. An earlier study sponsored by Andrew Porter, dean of the University Of Pennsylvania School Of Education, showed less alignment between the Common Core and the standards in Finland, New Zealand, and Sweden (Hechinger Report, 2014).
