The 9/11 terrorist attack was devastating but also a significant chapter on the history of the United States. In the wake of the attack, the U.S. Department of Homeland was created and charged with the responsibility of unifying the nation’s internal security efforts. It has also expanded its jurisdiction to take on other issues such as all hazards, catastrophe, jurisdictional hazards, meta hazards, national security, and government efforts to curtail civil liberties. Each aspect represents a niche in the homeland ecosystem to protect the interest of the United States people, even against the government if need be. This paper is research on whether government reforms such as Homeland Defense Intelligence have an impact on civil liberties.
A comprehensive definition of homeland security, therefore, people have come up with long and often contentious descriptions of the department’s details. The terrorism aspect refers to the concentrated national effort by the federal, state, and local governments with the help of private sectors. It also involves the general public to help in reducing America’s vulnerability to terrorist attacks and the recovery of attacks that do occur. In addition, homeland security is involved in protecting its citizens from all types of hazards, such as manmade and natural. On other catastrophes, it works hand in hand with other agencies to respond and help citizens recover from incidents that threaten national security. Meta hazards are social trends that can disrupt and affect the American way of life, which homeland security seeks to mitigateCITATION Bel21 \l 1033 (Bellavita, 2008). On national security, it works with other entities to protect the sovereignty, territory, domestic population, and critical infrastructure that may be vulnerable to threats and aggression. Lastly, the homeland department acts as a symbol of unity which justifies its efforts in curtailing civil liberties.
The main debate after 9/11 id whether the United States will establish a new domestic agency. Often the opinion was that the U.S. should create a department modeled after the British MI-5 with several other options discussed. This change was widely well-received as there was a unanimous urgency to form an independent intelligence department within the FBI. This is because the FBI had the most lead on any investigations of terrorist activities in the U.S. Another idea was to create an intelligence agency under the recently formed Department of Homeland Security (DHS). Experts took into account the intelligence models of countries such as Australia, India, France, and Germany. At this point, support for a new domestic agency was loud as the citizens felt that the country needed major reforms in the aftermath of the 9/11 attack.
