The CIPP model of evaluation is one of the tools for evaluating training programs. Developed in the 1960s by Daniel Stufflebeam and colleagues, CIPP stands for “context, input, process, and product" (Kopp, 2014). These four elements are evaluated to judge the value of the program. As informed by Kopp (2014), the tool utilizes a decision-focused approach characterized by an emphasis of the systematic provision of information. In context evaluation, the model focuses on what the program should do, that is, the planning decisions (Kopp, 2014).
