Children exhibit this by initiating sexual conduct with their sexual organs to show developmental challenges and is detrimental to the child and others. Children with PBS are the children most likely to become sexual offenders and, as a result, pose a challenge to agencies to identify the behavior and try to help children before the situation grows worse (Sites and Widdifield Jr). The article highlights the plight that children with PBS experience, especially with caregivers. If caregivers are not adequately trained to handle children with PBS, then more often than not, the children's challenges will go unsolved. The article dispels the notion that children with PBS are often exhibiting symptoms of sexual abuse. While this is the case in some instances, in other cases, children are not victims of any abuse and are simply showing some form of developmental harm that can be addressed. The Commission highlights the need to develop a framework to assist children with PBS, as law enforcement and judicial officers have a hard time in cases of child-on-child sexual abuse (Sites and Widdifield Jr).
