The case study focuses on the actions of a group of NCOs during a joint training exercise in Panama in November 2016, where they were tasked with facilitating the transfer of a U.S. Army infantry battalion from one location to another while also conducting joint training with partner nation forces. The NCOs in the case study demonstrated this component of the NCO C3 through their ability to provide purpose, direction, and motivation to their soldiers in the face of complex and challenging mission requirements. The NCOs in the case study showcased the leadership component of the NCO C3 by providing purpose, direction, and inspiration to their soldiers and adapting to changing circumstances to achieve mission success. This case study is a practical example of the value of leadership in realizing organizational goals. It underscores the critical role of NCOs in leading and motivating soldiers to achieve mission success.
The T.C. 7-22.7 identifies fostering servant leadership through effective counseling and development as one of the roles of MSG/1SG within the scope of leadership (p. 2-9). This role is critical to the development of soldiers, as it enables them to develop the skills and knowledge necessary to become influential leaders themselves (U.S. Army, 2019).
By fostering servant leadership through effective counseling and development, the NCOs in the case study created a culture of trust and respect within their unit (Qiu & Dooley, 2022). This culture enabled soldiers to embrace a disciplined effort within the commander's intent and to work together to achieve mission success. In the case study, Sgt. 1st Class Rafael Faria commented on the leadership of Sgt. 1st Class Freddy Matostoro, stating that he keeps track of all the details necessary for TAFT operations, and without him, they couldn't do it. Faria's comment highlights Matostoro's ability to coordinate and lead effectively, an important aspect of NCO leadership.
Both Sgt. 1st Class Leobardo Nuno and Sgt. 1st Class Freddy Matostoro demonstrate NCO C3 leadership competency through command, control, and communication as part of the Technical Assistance Field Team (TAFT) in Panama.
