PROJECT ASSUMPTIONS
Time
Partial resumption was only meant to operationalize the company so it could fulfill its long-term contractual commitments. There is a need to use the shortest time possible for full production to resume. This project assumes that the completion timeline is three months, and construction material and labor will be readily available and that costs will remain constant over the entire construction period.
Constraints (from case study)
The project assumes cost, time, labor, and quality constraints.
Risks (to inform the choice of strategy)
Risks that will inform the choice of construction strategy will include the risk of cost and time overrun and non-compliance/regulatory infringement risk.
Project Alternatives
Management contract requires that construction work be done by the project owner (Swaffield & McDonald, 2008). The company may choose to subcontract the project management. The second option is construction management, where the company will only subcontract the construction work but oversee other aspects such as design, labor, and material costing and design. The third option is to pursue a design and build option. This design model will require in-house resources to oversee the design and construction work while leaving the rest to the subcontractor. The last alternative is to pursue the design and management approach. This construction model implies that the company takes care of the design and management aspects, including process design, while the contractor handles the building and construction work and logistics. The contract strategy that will best work for the case study factors the mentioned risks, construction timelines, need for flexibility, and compliance with workplace health and safety regulations.
Factory Reinstatement Project
The case scenario compels the contractor to deploy more labor on-site by assigning the project to several contractors to handle different aspects of the project. Working simultaneously with multiple contractors eliminates the cost and time overruns and ensures timely project completion.
The Cost Factor
The key assumption is that the insurance company will cover the entire cost of rebuilding and not exercise excessive project control (Hassanain et al., 2018).
The Quality Factor in building & construction
The building and design must incorporate process design and comply with modern factory design and building standards. To ensure that speedy completion does not compromise architectural and structural quality compliance, a production structural engineer will oversee the construction work. In contrast, a quality and quantity surveyor evaluates and certifies all building and construction material (Hassanain et al., 2018).
1 Working around production
The construction work will be largely constraint by safety and the need to maintain high hygienic standards. Maintaining high safety and hygienic standards might require additional costs to construct protective barriers around the production facility.
2 Flexibility of program
