Program planning and management are crucial in ensuring the success of policy implementation. Indeed, it entails multiple steps that include identifying a problem, selecting desired results, assessing available resources, and evaluating and implementing the project or policy. When an organization or the department of criminal justice identifies an arising need or issue, it creates a plan to address it. Program planning facilitates setting goals and objectives that should be met. As such, program planning and management should occur on a regular basis, and it is essential to continually revise and reassess.
The primary reason why program planning and management should be done regularly is to ensure that the project at hand progresses successfully. Besides, the requirements or resources set aside for a specific project might change. Without reassessing the need, achieving the established goals and objectives within the set deadline can be challenging. For example, in the 1980s, the United States of America army invested $10 billion to produce the Crusader, a self-propelled howitzer (United States General Accounting Office, 2001). However, despite the project kicking off well, numerous problems arose that delayed the development of the Crusader by 12 to 18 months. Unforeseen and unpredictable technical uncertainties were not accommodated in the initial program planning and management blueprint. In addition, the system’s weight was over 100 tonnes from what was predicted (United States General Accounting Office, 2001). If program planning had occurred regularly, such issues would have been addressed during the development phase.
