Parole and correctional agencies usually face resistance from communities when halfway house programs for ex-offenders are located in specific neighborhoods. Indeed, this happens for ex-offenders convicted of sex crimes. In some communities, individuals involved in sex crimes are considered outcasts and deserve severe punishment. It takes time for such people to re-integrate into the community since no one wants to be associated with them. The purpose of this paper is to discuss the possible reasons for the community resistance in halfway house programs located in specific neighborhoods and suggest possible solutions.
Community resistance occurs since some communities do not want to be involved with sex crime ex-offenders. Lehman et al. (2011) show some factors that can affect communities in halfway houses such that they resist specific ex-offenders to be brought in their correctional facilities. A recent framework by Damshroder and colleagues known as the Consolidated Framework for Implementation Research (CFIR) reveals some factors that might promote community resistance (Lehman, Simpson, Knight, & Flynn, 2011). In particular, the halfway house setting might involve political, structural, economic, social, and cultural contexts that do not favor specific ex-offenders. When halfway houses are located in communities, it means that they must observe things done by those living around them to avoid hurting those people. As such, if ex-offenders have done things completely unacceptable in such neighborhoods, it leads to community resistance.
The availability of appropriate resources, including counselors and a conducive environment, are among the things that influence ex-offenders' successful rehabilitation. Specifically, numerous correctional facilities do not have adequate resources to deal with different types of ex-offenders (Gilna, 2015).
