Based on a reading of the law, the House may refuse to consider a budgetary plan proposed by the Chief Executive. The Constitution does not provide for a budget, and neither does it mandate the President to submit to the Legislative a budget plan concerning allocations and revenues. It is a statute, the Budget, and Accounting Act of 1921, as amended, which empowers the President to submit budget and appropriation plans to the Congress for their consideration.
