The War on Terror diverges from previous conflicts regarding objectives and declaration of war on various fronts. First, goals have to have a clear definition to assess the progress made. For instance, in a situation of a long battle, the objectives are subject to change over time. For example, just after the 9/11 attacks, the primary concern was how to prevent an attack of such magnitude on US soil. So far, all efforts have helped prevent such an occurrence.
