I. Lead with an Objective Explanation of the Issue/Controversy.

• Include the five W's and the H (who, what, where, when and how).

• Start out with a thesis. It doesn't have to be stated up front, but your thesis is the foundation for your editorial. The thesis represents a clear stance you are taking on a particular subject.
II. Present Your Opposition First.
As the writer you disagree with these viewpoints. Identify the people (specifically who oppose you. (Republicans feel that these cuts are necessary; other cable stations can pick them; only the rich watch public television.)
• Give a strong position of the opposition. You gain nothing in refuting a weak position.
• Include reasons why the issue needs to be dealt with or changed. This is generally the basis of an op-ed piece. It is not an analysis or discussion, but rather concrete ideas about why what's happening is wrong and what needs to be done about it.
III. Directly Refute The Opposition's Beliefs.
Show your reader why the subject is worth caring about. Demonstrate with examples and statistics that support the point you're making. Each paragraph should include some piece of information that shows the reader why the subject is important.
• Pull in other facts and quotations from people who support your position.
• Concede a valid point of the opposition which will make you appear rational, one who has considered all the options (fiscal times are tough, and we can cut some of the funding for the arts; however, …).
• In defense of your position, give reasons from strong to strongest order. (Taking money away from public television is robbing children of their education …)
IV. Conclude With Some Punch.
Give solutions to the problem or challenge the reader to be informed. (Congress should look to where real wastes exist — perhaps in defense and entitlements — to find ways to save money. Digging into public television's pocket hurts us all.)
• A rhetorical question can be an effective concluder as well (If the government doesn't defend the interests of children, who will?)
• Summarize your opinion and argument in the last paragraph. This paragraph should leave readers with a full understanding of everything that was discussed.
• Format your op-ed piece. You should also use the active voice whenever possible, and avoid all technical jargon that readers are not likely to understand.

In June 2018, the Trump administration announced that it will bar organizations that provide abortion referrals from receiving federal family planning money. It is a controversial move that would cancel millions of dollars from Planned Parenthood and direct it to anti-abortion groups and facilities. According to the proposed legislation, clinics can discuss abortion matters with patients but cannot refer them. The new rule prevents clinics from counseling women on all reproductive options, including abortion. As a result, anti-abortion providers no longer qualify for funding. The rule appears to be among Trump’s attempts to incorporate conservative ideologies in the direction of federal health programs. For example, employers will have more freedom to object to the Affordable Care Act's requirement that they offer employees insurance coverage for contraception based on religious or moral principles. Also, funds that were previously meant for family planning and teen pregnancy prevention programs are channeled to sexual abstinence campaigns. There are expectations that the government's position to cut off federal family planning funds to Planned Parenthood and other abortion providers will have significant support from the Supreme Court and among evangelicals. Currently, a conservative-leaning panel of the 9th Circuit Court of Appeals has directed a nationwide enactment of the policy. However, the policy is yet to take effect in Maryland, following a directive from another appellate court. Considering the requirements of the new rule, it is certain that it will interfere with health providers’ responsibilities to effectively carry out reproductive health counseling, and Maryland should hold its position against it.
The proposal published by the Trump administration seeks to revise existing regulations to Title X. The main components of the proposal are the prohibition of Title X fund recipients from offering abortion care referrals and complete distancing from the provision of abortion services. Trump administration seeks to eliminate Planned Parenthood and other specialized family planning clinics from federal and public funding programs by redirecting the funds to other providers such as community health centers (Belluck, 2019). The proponents of the move believe that community health centers can meet the health needs initially served by Planned Parenthood. The new rule has a specific clause stating that under no circumstance should federal funds appropriated under the program be used in programs that have an abortion as a family planning method. All Title X funded activities are expected to have a distinct separation from any activity related to abortion, including both physical and financial services. The main proponents of the new rule include anti-abortion organizations who suggest that the regulation could finally protect life because it differentiates between abortion and family planning programs.
