The eHealth Action Plan (eHAP) 2004-2010 was established to improve European citizens’ health by enabling them to understand the effect of environmental damage on their health. Indeed, its primary goals are to provide scientifically relevant information to enable member states to combat adverse health consequences from specific environmental factors and facilitate cooperation among primary stakeholders (EUR-Lex, 2007). The 2004-2010 action plan improves communication and helps individuals to know the link between environmental pollution and health effects. In addition, it facilitates environmental research and identifies emerging problems. The other goal is to review policies and enhance effective communication by raising awareness and providing education so that citizens can make proper health choices.
Besides, the eHAP for 2012-2020 was improved to meet current health objectives. The primary focus was to improve healthcare services so that all citizens can benefit, reduce costs, and allow patients to have more control. Moreover, it addresses barriers that hinder the full deployment of the eHealth system and fosters the implementation of technology-enabled, integrated, preventive, patient-centric, interoperable, and personalized (European Public Health Alliance, 2012).
