A government is a system or group of people that govern a community, usually a state. One of the goals of a government is to ensure the security of the nation. The threat of attack from other countries makes it necessary for the government to create an army, navy, and air force. Also, intelligence agencies are set up to help determine if there are any threats to the nation. The second goal of government is to ensure good economic performance. The economy of a country is crucial to its growth and development. Hence, the government has to put in place appropriate economic policies to allow prosperity. The third goal of government is to create order within the state. Governments are formed to create order within the community. As such, it is the government's priority to ensure that there is order within the state. The fourth role of government is to create, pass, and execute laws. If these laws are broken, the government also has to punish the lawbreakers.
One of the dilemmas of government is providing a fully democratic system of governance. Although most of the governments today are democratic, they do not address all the people's issues. The essence of a democracy is to have a system of governance where all people's interests can be heard. However, this is not often the case. Instead, modern governments are forced to tackle only the most pressing issues and ignoring all others.
