A staffing matrix that shows the number of patients and required staff by skill level for a 24-hour period is an essential component that has a noteworthy influence on delivery of care in a healthcare organization. The proposed staffing matrix is projected to result to significant improvement in the healthcare organization, such as reducing nurse turnover, improving nursing staff satisfaction, and have a positive impact on the general delivery of care. Nevertheless, developing an evaluation plan is crucial, as it would offer information to improve a project during development and implementation, as well as assessing the effectiveness of the proposed solution (Smith et al., 2014). 
Survey of staff attitudes
When patients come across with the healthcare organization, the employee’s attitudes are normally the initial things they evaluate, thus the need for healthcare organizations to check the attitudes of their workforce since the emotional condition of its staff members notifies the clients and prospects all they require to know about the organization. An employee attitude survey assesses employee attitude, thereby identifying root causes, which offer the organization a way of improving the employees behaviors (Bowers, 2017).
The survey of staff attitudes will contain several questions that will aid the organization to establish the contributors of job satisfaction and dissatisfaction before and after initiating change. The survey will play a critical role in evaluating the effectiveness of the new staffing matrix in resulting to improvements in the organization. The survey will contains appropriate questions that will not leave the organization guessing what inspires its staff members, the barriers that avoid them from offering the best patient care services or the tools and skills they require to perform at a higher level. The survey will contain multiple questions, which nursing staffs will rate as strongly disagree, somewhat disagree, neither agree nor disagree, somewhat agree and strongly agree. Furthermore, the survey questions includes, how the nursing staffs are satisfied with the current staffing matrix, how the nursing staffs are satisfied with the new staffing matrix, and how the nursing staffs are satisfied with their jobs after implementation of the new staffing matrix. These questions will help the organization to determine the effectiveness of the staffing matrix to improving nursing staff satisfaction since it will measure nursing staff attitudes and perception in regards to staffing matrix before and after initiating the change. The nursing staff attitudes and perception are integral variables in assessing the project outcomes since if the nursing staffs strongly agree that they are satisfied with the new staffing matrix it would have a positive impact on their job satisfaction.
