Actions by the Government to Protect LGBTQ from Hate Crimes

Research Proposal Instructions:

First of all I would like to say that you did great on the previous assignment. I greatly appreciate it. In all honesty I do not know what to call this assignment. The professor is stating that it is an Introduction & Literature Review, but I believe it will be a research proposal. My research question that I had to submit to him earlier in the year was what actions should the government take to protect the LGBT+ community from hate crimes? I have done two assignments on it. I need to send you those assignments so you can see what I have stated so far and I need to attach the preview he has of what this assignment should look like. There will also be one other assignment that he is calling Methods. Of course it will be a sperate order, but I would like to get you to do it as well. Below is a copy and paste of the instructions that are in the syllabus for what will be needed.
Research Proposal
Students will write a research proposal. The topic of the research proposal will be determined by the professor. For this assignment, students will formulate a research question and hypothesis and reviews relevant literature, and develop a research design to answer research questions and test the proposed hypothesis. This assignment contains two sections: (1) Introduction & Literature Review (2) Methods.
I. Submitting the introduction and literature review
You will submit the introduction and literature review that supports the research topic as assigned by the professor. First, write an introduction about this topic. In this section, you should state the problem, the purpose, and the importance of the study. Second, the review of literature requires a student to locate, read, analyze, evaluate, and synthesize existing information from a minimum of five peer-review journals. The purpose is to familiarize yourself with the current understanding and relevant knowledge in the research topic.
II. Methods/Submitting the Research Proposal
Using the topic as selected and approved in the outline assignment, submitting a research proposal that will include 6-7 pages of content (excluding title page, and reference pages) with double space and time new roman and the integration of assigned readings, and at least 5 peer-reviewed journal sources as identified in the literature review. Note that 15% of the grade is for methods, but students should submit the entire paper.
The following must be included in the research proposal assignment.
1. Title Page
2. Abstract(Optional)
3. Introduction/Statement of Problem
Statement of the problem
What is the issue, problem, or phenomenon that prompts this study?
Purpose and significance of the study
Why do you want to study this topic?
What do you hope to achieve by doing this study?
Indicate why this study is important
How will this study help resolve the social problem?
Who will benefit from this study?
Research Questions
State in broad terms the main question you will be trying to answer
State some specific questions that you plan to pursue—for example, some key questions you might ask during an interview
Definitions
Provide general definitions of key concepts in the study
Delimitations & limitations
Delimitations refer to the boundaries of the study—its limits based on the context in which the inquiry is carried out and the subjects who will be involved
Limitations refer to potential weaknesses in the study, such as limits resulting from the approach to selecting subjects
4. Review of Related Literature
Overview
Describe how your review is organized, indicating major themes or questions you have pursued.
Briefly describe how you carried out your search. In broad terms, what have others learned that is relevant to your research question?
Findings:
Present specific findings represented in the literature you have reviewed. Organize your presentation thematically rather than serially.
What are the major findings and the most significant studies pertinent to your topic?
What are the most promising methodological approaches to investigating your topic (or evaluating your project)?
Conclusions:
Summarize major themes and major contributions of significant studies and articles to the body of knowledge under review, maintaining the focus established in the introduction.
Evaluate the current "state of the art" for the body of knowledge reviewed, pointing out major methodological flaws or gaps in research, inconsistencies in theory and findings, and areas or issues pertinent to future study.
Summarize promising methodological approaches to the investigation of your topic.
Conclude by providing some insight into the relationship between the central topic of the literature review and the research project you are pursuing
5. Methods
Design of the Study
Describe your general approach to carrying out the study
Restate your research question(s)
Describe important characteristics or features of the design
Indicate any pertinent assumptions about the research process that are associated with this design
Indicate why this design is likely to yield useful results
Role of the researcher
Include statements about past experiences of the researcher that provide familiarity with the topic, the setting, or the informants
Discuss steps taken to gain access to the setting and to secure permission to study the informants or situation
Comment about ethical issues such as maintaining the confidentiality of data, preserving the anonymity of informants, and using the research for intended purposes
Data collection procedures
Indicate the type or types of data to be collected and provide a rationale for the data collection
Who will collect the data?

Actions by the Government to Protect LGBTQ from Hate Crimes
Introduction
The world is developing fast to appreciate diversity among different individuals. As the concept of globalization expands through different quarters, people are becoming more culturally tolerant. However, there are still socio-cultural challenges that the world must consider vital to their projected growth to the future. The LGBTQ community's cries are becoming commonplace in contemporary society. This community is a minority social group whose choices and sexual orientation have traditionally attracted hate from other individuals. Members of the LGBTQ community have endured ridicule and abuses that some would consider seeking interventions were they to be subjected to similar experiences. Stigma against sexual orientation that subverts normalcy persists in society. The unfortunate aspect of this understanding is that little has been done to create communities that are habitable by the members of LGBTQ, even after a unanimous determination that people should not be alienated or discriminated against, barely because of their sexual orientation. Presently, hate crimes against members of the LGBTQ community are increasing. If not addressed, more people who deserve protection will be hurt physically or emotionally. Some of them will be killed if the inputs are not made fast and efficiently enough. In this research, efforts are geared towards the government should take to protect the LGBTQ community from hate crimes. The exploration of newer ideas of addressing hate crimes against the LGBTQ community could go a long way in protecting the lives of such individuals who have consistently seen neglect.
Statement of Problem
Hate crimes against the LGBTQ community are increasing spontaneously to warrant urgent proper inputs to revitalize the trends. The LGBTQ community constitutes only 3.5% of the American population (Waiton, 2019). Even amidst their sparse population, they rank highest as the victims of hate crimes in the U.S. In the U.S., the data collected by the government between 2018 and 2019 indicated that hate crimes had reduced by 13% across all the demographic segments. That number is encouraging until one considers those hate crimes committed against LGBT community members has increased by 26% in the same duration span. In 2017, the estimated number of sexual orientations was approximately 30,000. However, only 11,638 of those cases were recorded by the police (Waiton, 2019). Still, only 1,436 of the reported cases completed prosecutions, and a mere 781 were subject to declared penalty. Going by the above numbers, the American community has not fought effectively against hate crimes facing members of the LGBTQ. The problem is advanced right from the law to law enforcement and the justice system and ultimately to the community (Bell, 2021). Every stakeholder seems to be lacking in the inputs to address the hate crimes that are escalating among members of the LGBTQ community. If not addressed, more people are poised to suffer physical or emotional injuries or death, courtesy of prospects that could be avoided through proper governmental interventi...
