Climate change poses an ever-increasing risk to public safety and well-being worldwide. Natural disasters such as floods, droughts, and hurricanes have increased in frequency, intensity, and severity in recent years, leading to devastating economic and human losses. Human activities accelerate the pace of climate change. As climate change progresses, the emergency and disaster management field must be prepared to respond to its challenges. A variety of factors impact the disaster program measures for climate change, including institutional capacity, willingness to integrate climate change risk evaluation and mitigation into development policies, and the preparedness to accept climate change realities (O’Brien et al., 2006). There needs to be more collaboration between emergency and disaster management agencies and other organizations and actors, such as local governments, the private sector, and civil society organizations, which limits the effectiveness of emergency and disaster management efforts. However, it is essential for effective emergency and disaster management plans to be implemented. Local governments, the private sector, and civil society organizations possess valuable resources, expertise, and knowledge that can be used to anticipate better, develop response measures and mitigate the consequences of climate change (Mees, 2017). For example, local governments may possess the infrastructure and resources necessary for effective emergency response and recovery. In contrast, private sector entities may possess technology and data that can be used to better predict and plan for extreme weather events. Therefore, there is a need to research what additional resources, strategies, and measures should be implemented to anticipate better, create response measures, and mitigate the effects of climate change on emergency and disaster management.
Proposed Methodology
The research proposed in this study will employ a qualitative approach using a case study methodology. A case study approach is more authentic because it will allow for a conclusive description and appraisal of disaster management scenarios. The unit of analysis for a case study qualitative approach is the event, activity, or program being investigated. In this particular context, the case study approach will allow for the analysis of the emergency and disaster management field’s response to climate change in a single setting, as well as identifying factors that directly impact emergency and disaster management. A combination of data collection techniques, such as interviews, surveys, and document analysis, will be used to collect data from emergency and disaster management agencies, local government, the private sector, and civil soc...
