The reconstruction era began after the Civil war when the Southern states that rebelled joined back into the Union (Corbett et al., 2014). The war’s definitive goal of reintegration into the country was first stirred by President Lincoln. The plans included Congressional Reconstruction, Proclamation of Amnesty and Reconstruction by President Lincoln, and President Andrew Johnson's Reconstruction Plan.
Lincoln’s amnesty and reconstruction plan, brought back the Confederate states to the United States. The plan allowed complete pardon and property renovation to the states involved in the rebellion, the chief military leaders and Confederate leaders were excluded from this. Lincoln’s plan permitted for the formation of a new state government only when 10 percent of the entitled voters had vowed to pay allegiance to the United States (Corbett et al., 2014). Lincoln’s plan also required the Southern states, to be motivated to develop strategies to deal with people enslaved in the past, without compromising their freedom (History.com Editors, 2009). The plan was accepted by most southern states, the few that rebelled brought fights between Congress and President Andrew Johnson.
