After completing this week’s readings from the textbook, select one set of standards from both Chapter 17 and Chapter 18. In a paper of 750-1,000 words, identify the sets of standards chosen and explain what the standards govern or the broad category in which they fit (for example, patient identifiers, accreditation, etc.). Evaluate how the two sets of standards impact health care systems and informatics applications, and assess these standards in relation to functional health care operations.
To help you frame your arguments, consider implementation of electronic health records (EHR), regulations guiding the coding requirements, ethical reporting, or other broad topics related to application and operations. Introduction
Health care systems have experienced intensive changes, reforms, development, and improvement in the past years. The focus has been shifted on the standards and health care applications. New opportunities for health care have been coming up while multiple challenges remain. All over the world, health care systems are undergoing intensive reforms. They have brought about a drastic change in the health sector. Therefore, its importance cannot be underrated. This research is intended to come up with standards and health care systems while discussing their impact on health care operations.
Standards
According to the readings in both chapter 17 and 18, two sets of standard comes out clearly. The rules are Continuity of Care Record (CCR) and Logical Observation Management Specification (LOINC) standards. These standards respond to the need to organise and make transportable a set of necessary information about a patient’s health care that is accessible to clinicians and patients. The standards fall under the domain of Electronic Health Records (EHR). CCR is used to allow timely and focused transmission of information to other health professionals. It aims to increase the role of the patient in managing their health and reduce error while improving the continuity of health care. It is a patient health summary standard. It creates flexible documents that contain the most relevant and timely core health information about a patient, and to send these electronically from one care provider to another (Flodgren et al., 2016).
Its intent to also create a standard of health information transportability when a patient is transferred or referred or is seen by another healthcare professional. In this standard there are six sections; header, patient identifying information, patients financial and insurance information, the health status of the patient, care documentation and Care plan Recommendation. LOINC standard applies universal code names and identifiers to medical terminology related to EHR and assists in the electronic exchange and gathering of clinical results such as laboratory tests and clinical observations. The standards use extensible markup language (XML), as it is aimed at being technology neutral to allow maximum applicability and enhance the quality of health care. The XML coding provides the flexibility that enables users to formulate, transfer and view CCR in some ways easily. Patients can easily access this standard using EHR in their phones (Flodgren et al., 2016).
How standards are Governed.
Regulations play a significant role in the health care industry. Various regulatory bodies protect the public from some health risks and provide a variety of programs to health care welfare. These regulatory agencies protect the public health, and they are implemented by private organisations also. Federal, state and local regulatory agencies establish some rules and regulations for the health care industry, and their oversight is mandatory. Though these rules, the health care stakeholders ensure quality is observed (Cameron, 2018)
