Purpose of the program
The program entails increasing nurse staffing levels; more, fresher nurses should be employed at the hospital to reduce the nurse-to-patient ratio. This will help save lives of patients, reduce nursing burnout, increase nursing satisfaction, and result in more satisfied patients. In essence, this program seeks to make the nurse-to-patient ratio at the hospital to be 1:5 in medical-surgical units. It also seeks to establish a 1:4 nurse-patient ratio in non-critical emergency rooms; 1:2 nurse-patient ratio for trauma or critical patients such as burn units and intensive care units, as well as post-anesthesia units; and 1:1 for each patient who is under anesthesia. These nurse-to-patient ratios would result in a significant decrease in the risk for medical complications in comparison to the current situation in this healthcare facility where there is a high nurse-to-patient ratio. To reduce the nurse-to-patient ratio, 10 more registered nurses would be employed at the health facility. It is expected that having safe-staffing ratios at the hospital will improve patient care, nurse retention and the workplace.
Target audience
The target audience is the hospital’s administration/management; this is the leadership of the hospital. The administration basically includes the Board of Trustees and Administration for the hospital. For this program to proceed and be successful, the hospital’s management will need to approve it since funding for the program can only be obtained upon the approval of the hospital’s management. For the target audience to approve this program, it will be imperative to inform them about the benefits of the program with regard to how the hospital will benefit, how the program will benefit patients, and how the program will benefit nursing staff members at the hospital. The Board of Trustees and Administration would be informed of the rationale of the program and the resources – specifically the monetary budget – that is required to implement the program at the hospital.

Nursing staffs have a vital role within the healthcare system. Having a safe-staffing ratio is of major importance in ensuring the safety of both nurses and patients. Aiken (2008) pointed out that sufficient staffing of nurses is integral to nurse retention and patient care, whereas insufficient staffing serves to endanger patients and drives nursing staffs from the profession. The program is expected to result not only in better outcome and improved quality of care for the patients, but also increased staff satisfaction.
Researchers have reported that increased staffing of registered nurses is associated with an increase in patient safety, patient satisfaction, quality of care, decrease in nurse turnover, decrease in patient length of stay, as well as reduction in nurse burnout (Tevington, 2011).
