Competing needs relating to the workforce, patients, and resources impact policy development in different dimensions. Patients are demanding high-quality, evidence-based care which impacts policy development concerning nursing practice. There is the potential for legal implications for failure to uphold ethical and evidence-based care delivery processes. The availability of resources impacts the delivery of high-quality care and creates a trade-off in policy development as policymakers seek to balance the competing needs of healthcare stakeholders. Resources allocated for healthcare processes are increasingly declining, undermining registered nurses (RNs) ability to deliver holistic patient care (Kelly & Porr, 2018). The policy development processes also consider patient needs as the health sector's primary stakeholder. For example, the ANA code of ethics for nurses considers the need for nurses to advocate for, protect, and promote their patients' safety, wellbeing, and rights (American Nurses Association, 2015).
