Introduction
The Affordable Care Act (ACA) also known as Obamacare is a health care reform which is aimed at making health insurance accessible and affordable to all individuals. It allows Californians to access better health services by introducing improvements and changes that increase coverage and lower healthcare costs. Additionally, this health policy has ensured more choices and has also enhanced the quality of care for all people. This paper evaluates and assesses the strengths and weaknesses of the California state’s approach to the ACA and also discusses the impact of the state approach to ACA on all stakeholders, providers and consumers.
The Affordable Care Act was enacted in 2010 and it has had powerful implications on the well-being of Californians and the rest of the country. For the last six years, the Affordable Care Act has made essential steps towards issuing Californians with affordable healthcare and slowing the growth of health care costs. Additionally, ACA has played a major role in increasing the number of persons who have access to health insurance (The Children's Partnership, 2016).
The California state’s approach to the Affordable Care Act has strengthened the health sector in different ways. First, the changing of public insurance for children has helped in adjusting the process of providing health insurance for children from low-income families as stipulated in the Children’s Health Insurance Program (CHIP). This program provides insurance covers for children from working poor families whose income is above the acceptable limit (Gelatt Koball & Pedroza, 2014). California manages a different CHIP program which is referred to as Healthy Families and it targets children with family income up to 250% of the federal poverty level. The approach has helped in extending children medical covers to poor families.
Additionally, California introduced the Bridge Plan in 2013, this proposal targeted the low-income families with the aim of helping them sustain a steady and ongoing health insurance coverage even as their incomes fluctuated (Gelatt Koball & Pedroza, 2014). The Affordable Care Act provides states with an option of establishing Basic Health Plan which catered for families on the border of Medicaid eligibility. Ordinarily, the incomes for poor families vary over time which sees them within the ranges for Medicaid while in other instances they are above the ranges. This is likely to cause gaps in their access to health care and health insurance. Therefore, by creating a distinct health insurance program, California has managed to sustain continued health care coverage for low-income families.
