Compounding factors complicated the US mission in Afghanistan from the start. Surges in troops, quickly followed by extreme drawdowns, political preferences, timeline expectations, and corruption harmed the efficiency of programs (SIGAR, 2021, 5-6). The structure of the military mission morphed from one to root out terrorism, to a much more expansive (and highly unsustainable) nation-building effort. As Flavin states, at the core of planning a withdrawal is “achieving unity of effort among the diplomatic, military, economic, and informational aspects of national power,” in addition to with multinational partners and communities (2003, 97). The Trump Administration made the decision to establish a set of conditions that would lead to the withdrawal of American troops. But instead of abiding by these conditions, the Biden Administration decided to pull out troops at a sooner date.
In a hearing held by the House Foreign Affairs Committee last month, Rep. Zach Nunn acknowledged that the US left the “Afghan government caught completely by surprise by the lack of information provided. [It was] a US government that chose to share selective intelligence” (Rep.
