In the given scenario, a young, intellectually challenged man (Martin Bryant) has shot death 35 tourists, including young children. The attacker is locking himself in the hotel room, and police are coming to the incident. The dead include 31 Britons, 2 Singaporeans, and 2 Malaysian nationals. In addition, many people have been injured in this incident. This is an active shooter incident and falls within the crisis management scope. Although there is no single approach to respond to this incident, it is crucial to execute proper planning to enable the crisis management team (CMT) to respond to the incident more effectively to save as many lives as possible. The mentally challenged man could continue shooting, thus making the situation an active shooter incident. This paper evaluates the key priorities for action, approaches to organize CMT, and key concerns, risks, and actions in response to the detailed case scenario.
Priorities for Action
There are several priorities for action in this particular incident. I would prioritize guiding tourists and other revelers to safe escape routes. It would be important to guide the hotel customers and staff to leave the premises immediately and in groups in one line. I would recommend not using elevators as they might have been disabled. I would make special consideration for those injured and unable to leave the hotel independently to ensure they are guided to do so. It is also necessary to provide first aid kits for the survivors to prevent continued bleeding and further loss of lives (Schwerin et al., 2018, n.p). Since the attacker is locking himself inside the hotel room, I would communicate regarding the active shooter to prevent the situation from worsening. According to Schwerin et al. (2018), removing the targets is the best approach to thwart the active shooter. Another priority is ensuring concise and simple communication while avoiding code words, as many people may not understand their meanings. The communication should offer precise information concerning the shooter and their location and provide explicit details on how and where to proceed. Lastly, the CMT should consider offering immediate psychological support because the incident is substantially traumatizing and thus the need for mental health experts to try and manage the resulting mental trauma (Schwerin et al., 2018, n.p). Psychological first aid should be provided immediately, and the responders must attempt to constrain potential distressing news that could instill more panic and fear.
