Write an Executive Summary. You will then summarize the case study. Your EXSUM will focus on the historical case study but will be supported by other research you conduct to support your findings. Cite at least one reference. Defense Support of Civil Authorities: Case Study Summary
The Non-Commissioned Officer's standard core competency (NCO-C3) of operations includes creating and disseminating appropriate plans, annexes, and orders tracking available internal capabilities (Alexandra, 2016). This competency is necessary for operations involving support for civil authorities in the face of human-made or natural calamities, where military expertise is required as part of the response to a disaster (CRS, 2022). Thus, as a competency, the creation and dissemination of appropriate plans allow military personnel to approach a disaster strategically, especially where search and rescue operations are required.
The current case study involves a chlorine rail accident in which more than 100,000 people within 25 miles are bound to be affected. Because of the gaseous effect of the product, populations and hospitals downwind require evacuation and protection, respectively. The military personnel deployed for the search, rescue, and evacuation mission involved soldiers from the 3rd platoon and the 22nd engineer Clearance company from the Joint Base of Lewis-McChord. The 4,500 service members from 80 units nationwide were to provide support for things that would require technical lifting, primarily because of accidents out of panic by civilians, heavy lifting, forcible entry, and provision raising and lowering of victims.
