As the new fire and emergency services (FES) administrator, one of your goals is to ensure the health and safety of your personnel. As you are discussing the need to improve the health and safety of your firefighters, you are called to respond to a large-scale mass shooting incident involving a neighboring fire department. You are a part of the regional disaster response team for the state and are normally assigned to act as the planning section chief of the incident. You are tasked to develop strategies and plans to evaluate staffing and supervisory needs in the incident command post, identify resource shortfalls, update planning documents, and forecast future needs of the fire department.
In this assignment, as the planning section chief, you will need to review the background information, which can be accessed by clicking here . Then, complete an Incident Action Plan (IAP) using Incident Command System (ICS) Forms 215 and 215A. You will be responsible for the planning responsibilities found in Appendix F: Planning Responsibilities Checklist in the National Incident Management System: Principles and Practice textbook (pp. 265–267), which provides a checklist to help in the planning of strategies to achieve incident objectives needed for an incident such as this mass shooting.
Refer to the opening paragraph of the Federal Emergency Management Agency Incident Action Planning Guide (p. 22) in the Required Unit Resources concerning operational planning. As a part of this process, complete ICS Form 215 and 215A, and submit it to the instructor. You can use your organization's personnel, apparatus, and equipment or another organization’s personnel, apparatus, and equipment for any information not provided in the background information.

The example ICS forms are for reference only, and this information does not pertain to this assignment. You need to use the background information and other resources (your firehouse) to assist you in completing both ICS forms. Check with your professor if you are having difficulty with any section of the forms.
After completing the ICS forms, write a two-page narrative (Word document) describing whether your FES organization has a progressive health and safety program. Does the program recognize the impact of repeated exposure to traumatic injuries and deaths and the effect it may have on the organization and its members? If your FES organization does not have a progressive health and safety program, describe a comprehensive health and safety program that could benefit FES organizations in the scenario.
You must use at least three sources to support your IAP results and narrative. One of the sources must be one of your textbooks. All sources used, including the textbooks, must be referenced; paraphrased and quoted material must have accompanying citations following proper APA style format. You must have a title page and a reference page.
You will submit three separate documents to Blackboard. Submit all three documents (ICS Form 215, ICS Form 215A, and the Word document with your narrative) to your instructor.

The Washington Fire Department (WFD) does have a progressive health and safety program. The program was designed against the backdrop of numerous health-related concerns within the work environment. Some of the risks these officers experienced are due to responding to hazardous environments, poor physical health, poor health practices, and exposure to harmful and traumatic scenes. According to Smeby (2014), EMS personnel are seven times more likely to die due to workplace violence compared to others. Similarly, they are at a higher risk of death or suffering from post-traumatic stress, alcohol and drug misuse, stress, depression, and anger. Consequently, the WFD instituted a comprehensive health and safety program that recognizes the impact of repeated exposure to traumatic injuries and death.
The Washington Fire Department’s progressive health and safety program recognize the impact of repetitive exposure to traumatic injuries and deaths by creating a physical fitness program. Physical fitness is an essential aspect for members of the FES. The service requires its officers to have high levels of strength and endurance to perform their responsibilities successfully. Working out is also essential for officers who have experienced repeated exposure to traumatic injuries and deaths. It raises the heart rate and bodily arousal, reducing anxiety and stress, consequences attributed to exposure to trauma. Additionally, exercising is also effective on PTSD, as it improves one’s sleeping pattern, lessens depressive episodes, and raises one’s mood (Smeby, 2014, pp. 133-134).
The progressive health and safety program also identifies the consequences of constantly witnessing traumatic injuries and deaths by instituting psychological counseling. According to the American Psychology Association, FES personnel spend 85% of their time responding to distressing incidents such as fires, shootings, suicides, car accidents abuse, among others (Chamberlin, 2019).
