An analysis memo is a short document designed to communicate essential information about an issue to a busy decision-maker. The purpose of this memo is to provide an opportunity for you to develop skills in assessing an organizational situation and providing support for a particular course of recommended action. Your memo should include a brief overview of the problems, an in-depth analysis of why these problems exist, and recommended solutions to address these problems. Please use simple and direct style and include a summary paragraph at the beginning of the memo. List references on a separate concluding page (the references will not count toward the page limit)
Formatting requirements: 3 one-sided pages. Use normal margins and 12 point Times New Roman font. Use memo format (headings and subheadings)
Substantive requirements: Use your knowledge of the class material to date to create an original analysis and make a recommendation to address the issue at hand. The case has multiple issues that can be addressed across the weeks' topics. I recommend that you narrow in on 2-3 problems and analyze these problems in depth, rather than providing a broad list of many issues.

Problems with Lesedi District strategic planning process
I am writing to inform you that I have identified the three major problems with the strategic planning process. The sub-district managers are too overwhelmed by their operation mandates, which make them unable to plan for subsequent fiscal years adequately; hence the District Officer has to do it for them. The District’s medical plans are unrelated to the resources allocating process, and the Lesedi District’s financial and human resources information systems are almost always inaccurate (Kane, 2015. pp3). I recommend we hire additional qualified data collection staff to collect accurate data and invest in data auditing to ensure the accuracy of information utilized in the planning process. The process needs to adopt a strategic focus that outlines the process’s specific objectives and approaches to prevent overworking of the sub-district managers. Also, the budgeting process needs to be made flexible so it can incorporate all the strategic plans to reduce cases of objectives not being met.
Causes of the core problems in the strategic planning process
As the Lesedi District works towards developing an accurate strategic planning process, it needs to evaluate these bases for its problems. First, the Lesedi District Health Department employs close to 4500 health workers. However, half of their vacancies are unfilled, meaning that the few that take up the positions have to take on more responsibilities. Thus, as the strategic planning process strives to meet the annual planning process deadlines, more responsibilities are placed on sub-district managers. They have to develop plan targets for the different programs such as HIV, Cancer, TB, Diabetes, and Maternal and child healthcare and monitor their progress (Kane, 2015. pp. 4). As a result, they are highly overstretched and cannot adequately work on their sub-district plans. Hence, essential needs and aspects of sub-district health facilities are overlooked as whoever is writing the plan for them is under-informed.
Second, the health services implement a top-down approach in health service delivery, including healthcare funding. The budget, funded by the taxpayers, is based on the historic cost of services as opposed to the strategic plans estimations developed yearly (Kane, 2015. pp. 7).
