The Reconstruction plans were deemed to be some of the most important turning points in the American history. It helped pave the way for the current democratic landscape of the American nation and bring the States together into a coherent whole. The first reconstruction plan started through Lincoln’s Proclamation of Amnesty and Reconstruction back in 1863. This is also known as the 10 Percent plan since it posited a requirement whereby a state can be readmitted back into the Union if at least 10% of its voters would swore allegiance to the Union.
The other Reconstruction Plan was then issued by President Andrew Johnson. After Lincoln was assasinated, he issued an amnesty decree whereby Southerners who would the swore an oath of loyalty to the Union would be given back their own properties. However, despite this cause to restore the United States back to its coherent whole, the amnesty exempted slaves from its application.
