Dear Representative Appelbaum,
My name is (insert name). I am an advanced practice registered nurse (APRN) in the state of Missouri. As one of your constituents, I am writing to request your support for the Guidelines to Opioid Prescription Bill (HB438|2021) (LegiScan, 2021). This bill, which you introduced, requires the enacting of regulations on prescribing opioids in the management of pain in line with the Centers for Disease Control and Prevention’s (CDC) guidelines on opioids prescriptions. The bill requires the Department of Health and Senior Services to enact regulations so that healthcare professionals responsible for prescribing opioids can do so effectively and responsibly. I support the bill because the new regulations on opioid prescription will ensure that patients are protected from the potential risks of opioid use. The regulations will also ensure that healthcare professionals are acting within the confines of the law.
The opioid crisis has plagued the entire country. However, it is even more serious in Missouri because Missouri is the only state that lacks a prescription drug monitoring program (PDMP). Yet, PDMPs are associated with a reduction in opioid misuse among patients (Bao, et al. 2018). PDMPs help healthcare professionals in identifying patients who are misusing opioids or are drug-seeking. In the absence of such a program, healthcare professionals need regulations that will guide them in the safe prescription of opioids to extend the benefits of opioids to patients while minimizing the risk of addiction. The regulations on opioid prescription are essential if Missouri is to win the war against opiate addiction. According to Lewis, et al. (2017) opioid overdose is one of the leading causes of death in Missouri, more so in eastern Missouri.
If the bill is passed, healthcare professionals with the authority to prescribe opioids will have clear provisions on (LegiScan, 2021):
