An introduction that includes the demographic and home language composition of the PK-12 ELL population in Arizona.
Explain the process used to determine ELL program eligibility, placement, and reassessment, including the use of the Home Language Survey and Arizona’s English language proficiency assessment. Identify the standard accommodations available to ELLs for these types of assessments.
Discuss the factors influencing English language acquisition for special populations of ELLs (refugee, migrant, immigrant, and Native American), including how they relate to long-term English learners (LTEL), recently arrived English learners (RAEL) or students with interrupted formal education (SIFE).
Describe other services students may qualify for (exceptional student services/special education, gifted and talented), in addition to being identified as an ELL.
Explain parents'/guardians' rights in regard to ELL services (i.e., program placement, assessment).
The resource document should include graphics that are relevant to the content, visually appealing, and use space appropriately.
Support your findings with 2-3 scholarly resources.

Demographics
In the 2016 to 2017 data gathered by the Arizona Department of Education, English Learners (Els) comprise six percent of the state preK-12 students, accounting for 72,261 of the total EL population (Sugarman & Geary, 2018).
Home Language
The most common home language among them is Spanish or Castillan. This is followed by Arabic, Vietnamese, Navajo, and Somali (Sugarman & Geary, 2018).
DETERMINING ELL PROGRAM ELIGIBILITY, PLACEMENT, AND REASSESSMENT
Eligibility
Eligible students include those with Primary or Home Language Other Than English (PHLOTE) using the School Enrollment Form or the Home Language Survey. The identified students shall answer the Arizona English Language Learner Assessment (AZELLA) 60 days before the beginning of the school year (SY) or during the first two weeks if the SY has started (ItsArizona.org, n.d.).
Placement
After being identified as an ELL, the student shall be required to answer ELL English oral language reassessments after five school days in the spring of the current SY. The result shall decide on the student’s eligibility the following year (ItsArizona.org, n.d.).
Reassessment
