Policy Proposal Letter: A Letter to Speaker of the New York City Council
This is a two-part assignment.
PART I: The letter should be 1-2 pages in length. It must be addressed to the specific stakeholder who has the most agency or power to affect change. It can include cc: [to ancillary/complementary stakeholders]. You will have to have research who wields power in advance.
Be concise, fact based and professional. Look for guides in your toolkit.
PART II: Annotated Bibliography. While you cannot add bibliographic citations in a professional letter, you may be addressing immigration reform for example in your letter, and reference the recent Biden immigration proposal. Thus, your bibliography will cite the proposed legislation, and annotate the value/rationale of the resource that you have selected. See toolkit as well.
My original idea is the homeless problem and linked to unemployment in New York State.
If you got any other policy Proposal want to say, it is fine as long as stick to New York State.

Dear Johnson,
May I take the opportunity to express my knowledge and impression about the homeless and unemployment in the New York state, where categorization of the homeless include those living on the streets, those living in privately boarded houses without sequestered security or bathroom, individual's movement between impermanent accommodations which include houses of friends and families?
In the New York state, homeless individuals experience an unemployment rate, most especially adults. Therefore unemployment is always linked to homelessness. Improper and reliable work which brings income can easily lead to a homeless state, and it can cause unavoidably intensification and increase at a higher rate. Lack of a job or losing a job or cut of wages can easily lead to adversity, hardship, and struggle for families and individuals. Therefore we can conclude that with a rise in the unemployment rate, the homeless rate is also an immediate result.
According to the study suggested by the New York City Department of Homeless Services, the findings state that homeless single adults experienced a drop in employment from 52% to 45%. The divergence of single adults' and adults' employment levels in families depend on the homeless state or situation.
