First of all, this paper is an opinion paper, but it is based on/ should include some historical information in the readings (PPT I sent you). 
The first Paragraph is an introduction paragraph
-First, setting up the context, provide some background information in order to better present the thesis of the essay 
-It has to include my thesis argument of this paper. Professor requires an argumentative essay since it is much stronger. And you can engage and then dismantle the arguments of “the other side.” 
-And for the latter paragraphs, each paragraph should have a topic sentence, which is to support the thesis argument in different aspects.
-And the last paragraph should be similar to the first paragraph. Restate the statement (a little bit different from the first paragraph), and talk about the modern status of education or other important information.

Introduction
Segregation is the way separation ethnic groups, race, and religion from the general population. Desegregation involves government initiated techniques of regrouping these groups or disorganizing the social groupings. This is a major issue in the united sates, especially in New York. Report shows that New York earns dismissingly poor marks for diversity as the worst racial segregated state and city in the US. Most charter school report poor enrolment while most schools dominated by Blacks and Hispanic children report zero number in white kids’ attendance. This evidence is support by 2010 report that shows less than 1% white kids attend these schools in an approximately 73%. According to the US Department of Education statistics report of 2011-2012, New York boasts the poorest mark with Blacks in minority schools recording the highest percentage, 64.6% and 16.7% for Black exposure to white kids’ ratio. The state is also rated 3rd for poor ration of Blacks in majority of white school, 0.2% higher than 2nd placed Texas. The suburbs of New York record a low percentage of Black and White exposure 28.5% of and Latino versus white exposure of 24.7% and slightly higher Asian versus white exposure of 44.3%. This is record low percentage for suburbs of large metropolitans such as New York. Therefore, segregation is a national issue that needs immediate intervention from the government through desegregation (1391).
Background of the Study
In November 2016, an elected council of parents in the Upper West of Manhattan voted for major redrawing of school zone in Upper West Side of Manhattan. This committee matched the earlier given proposals by the Department of Education. The department had already drawn elementary boundaries for schools in the Upper Side of Manhattan in an effort to minimize crowding and increase economic as well as racial integration in the area served by the three schools. The debate had taken a year only to end November after the voting, but this does not actually mark the end of the most heated controversy in the State. The new rectification by the department of education that lead to new school mapping or boundaries angered majority of the parents who threatening to abandon the city’s tradition public schools for various reasons. The department faces political pressure to abandon the plan but it emerged that they will continue with the plan. This paper will explore the benefits and limitations of the proposed desegregation plan, how the desegregation can change our opinions and why we should embrace the proposed desegregation policy (21).
