Over the last couple years it seems the number and severity of natural disasters has markedly increased. Since the low point of the response to Hurricane Katrina and the subsequent legislation to fix the federal response to disasters, is the Department of Homeland Security doing better in its coordinated responses? Is the current National Response Framework working? How do we balance the response and the need for controlling budget costs? In this assignment select one national level response to a hurricane, wild fire, or other natural hazard to evaluate the preparedness, response, and recovery efforts to the event. Your response should be written from a local, state, or federal perspective. Or you may examine the response from the perspective of a not-for-profit such as the International Red Cross of the Salvation Army.
To begin your research for this assignment, go to the UAGC Library and conduct a search with the keywords “Federal Response to Disasters.” It is recommended that you do not use quotation marks for this search.
In your paper,
Summarize the natural disaster.
Evaluate the response from a local, state, or federal perspective.
Identify the core issues that delayed or hindered the response.
Identify what went right with the disaster response.
Analyze the current Department of Homeland Security processes and procedures to determine their effectiveness for similar future disasters.

Must be two to three double-spaced pages in length (not including title and references pages) and formatted according to APA Style (Links to an external site.) as outlined in the UAGC Writing Center.
Must include a separate title page with the following:

Natural disasters have become very common. A recent natural distancer is the 2005 hurricane Katrina which led to thousands of deaths. The hurricane became one of the worst natural disasters in US history that were also the costliest. The storm surge led to the destruction of levees meant to protect New Orleans below sea level (Meriläinen et al., 2020). Over 2000 people died, and millions were left homeless after the hurricane. The disaster reveals inadequacies regarding preparedness, response, and recovery.
The response to the disaster was not adequate, especially at the federal level. Private actors, such as non-profit organizations like the International red cross, did not manage to respond appropriately since the disaster impacted a large number of people while breaking several records, such as causing the most harm and loss when compared to other hurricanes in the past (Meriläinen et al. 2020). The effect of the hurricane was not distributed equally since many black populations suffered disproportionately. Regarding preparedness, the federal response, mainly via the Department of Homeland Security, was inadequate in scope, and the marginalized communities lacked sufficient resources to evacuate (Meriläinen et al., 2020). The outcome was most of them suffered the worse effects of the hurricane.
The core issue that hindered or delayed the response is that the recovery efforts worsened the pre-existing inequalities. The black people who mostly lived in poverty had a higher chance of facing the impacts of the hurricane directly and were also less likely to possess social and economic capital or even insurances that would allow them to recover after Katrina hit. The tensions between humanitarian and political responsibilities made the recovery efforts harder (Rich et al., 2018).
