Background:
This week, we look at this topic, focusing on two aspects – as an individual and a country. There are many resources available to help with personal preparedness. Federal Emergency Management Agency (FEMA) states that individuals need to be prepared to be self-reliant for three days. This is the time it takes resources, both private, public, and Non-Government Organizations (NGOs), to get mobilized to assist. This was very clear in Katrina where evacuation did not occur, resources ran out, and centers were overwhelmed with people. Another important aspect is our country’s infrastructure and, like the dams in New Orleans, whether they are able to withstand a natural or manmade disaster. Even more so, with the COVID-19 virus, how much preparedness is enough. In reality, only time will tell.
Question:
As we have seen with other national tragedies, for example 9/11, Hurricanes Katrina and Sandy, and the most recent response to the COVID-19 virus, there is a national, state, local, and even a personal response to any given incident. Many people live in vulnerable areas who know they might be the subject of a natural disaster during any given season. Access the role and responsibilities of the federal/state/local governments in dealing with natural disasters, and the individual’s role and responsibilities.

Natural disasters refer to terrifying natural events that can result in serious fatalities caused by natural processes, including severe weather conditions and severe health issues. Thus a collective responsibility must be undertaken with the intent of reducing fatalities caused as a result of natural disasters. Individuals, local, state, and federal governments have specified roles and responsibilities in dealing with natural disasters.
The local government has the role of controlling the assets in the local region and deploying their response and recovery efforts of the assets (Sinclair et al., 2012). Hence, while the local maintains control of the local assets, it will be supported by both the federal and state governments. Secondly, they are the first provider of emergency-related services at the local level. The local government is also responsible for instituting a local state of emergency that will allow the authorization to use the local resources and expending the local funds. Lastly, is they request the assistance of both the State and Federal Emergency Management Agency
The state government will monitor the situation, deploy its response efforts, and request assistance from the federal government (Sinclair et al., 2012). The state will determine whether the situation is beyond the capacity and if then, the federal will step in with the federal resources.
