It is true that health professionals are obliged by the American Counselling Association’s code of ethics not to cause any harm and also to provide high quality services and promote the welfare of the client. In this case, the health agency has already received a 20% funding cut which means they cannot provide the same level of the services to their current number of clients. According to American Counselling Association (2014), Code of ethics on "Appropriate Termination", it is professionally correct to refer some clients to other health agency that may have the capability to offer those services. The idea of restoring the budget cut is noble but hard to implement in this case

Vincent have pointed a critical rule in this field whereby the practitioner should not neglect their client if he/she feel that the client still need to be attended to. In extreme cases you should let your client know that you cannot continue to attend to him/her for certain reason. You should take the responsibility of advising him/her on possible solutions. This case presents a conflict between ethics and laws, since as the practitioner, you are supposed to adhere to work place rules and regulation (nih.gov, n.d).

I concur with Steve in that it is important to understand that all client have equal rights and as a practitioner (clinician) you are expected to be loyal to the rules and regulation governing your place of work. On the moral grounds, the practitioner should consider the other critical patients who need your services (Corey, Callanan, & Dobrin, 2015). A Practitioner should notify the client if he/she cannot manage the client and refer him/her to another institution that offers the same services while maintaining confidentiality and protecting privacy.

Renea, has touched on the most possible effective solutions on the mentioned case. I agree with the author in that in any situation where the practitioner is unable to continue giving his/her client the required services. It is ethical for practitioners to refer their clients to other practitioners who have the same expertise, knowledge and experience (PACFA, 2013). On the other hand, if you intend to continue offering the services despite the work place restrictions and direction, do so in a manner that does not cause harm to your client, jeopardize your career or compromises the privacy of your client.
